Neil Morgan, County Administrator

Neil Morgan, Chief Administrative Officer of York County

Neil Morgan is the County Administrator.  As the Chief Administrative Officer of York County, Mr. Morgan is responsible for the execution of policies established by the Board of Supervisors, the planning and implementation of programs and services to the citizens, visitors and businesses of York County, and the administrative oversight of the county’s departments.  Mr. Morgan works to continue York County’s excellent tradition of quality customer service and strives to maintain the standard of living residents of York County have come to enjoy.

Mr. Morgan received his Bachelor of Arts degree from the University of Virginia and his Master of Public Administration degree from West Virginia University.  He furthered his education by completing post graduate course work in public administration and public affairs at Virginia Tech. 

Mr. Morgan was hired in 1979 as a school teacher in Newport News, followed by a position with the City of Roanoke as a Budget Analyst.  In 1986, he returned to this area and was hired by the City of Newport News as a Project Coordinator with the Department of Planning and Development.  Following his promotion as the department’s Assistant Director, he was promoted to Assistant City Manager in 1997.  After a second promotion to Deputy City Manager, Mr. Morgan was named City Manager in 2010.  Three years later, he left Newport News and took a position with Virginia Tech’s Center for Organizational and Technical Advancement as a Senior Fellow.  Mr. Morgan returned to the Virginia Peninsula in 2015 as York County’s Administrator.

J. Mark Carter, Deputy County Administrator

J. Mark Carter, Deputy County AdministratorJ. Mark Carter is one of two Deputy County Administrators.  In this capacity, Mr. Carter is involved in and responsible for facilitating effective management and implementation of various projects, studies and processes involving planning, zoning and development issues.  He serves as Zoning Administrator and provides official opinions and interpretations of the Zoning Ordinance and other planning policies.  Additionally, he serves as the supervisor of the Department of Community Services, which directly impacts on the high quality of life in York County in the areas of Parks, Recreation and Tourism, Housing, Children’s Services, Juvenile Services, and Senior Services.  Mr. Carter oversees the Planning, Development Services (Subdivision/Site Plan Review, Zoning and Code Enforcement, Building Regulation), and Public Affairs functions. 

Mr. Carter, who holds a Bachelor’s Degree (1975) from Madison College (now JMU) and a Master of Urban and Regional Planning degree (1977) from Virginia Commonwealth University, began his career with York County as a Planner in 1977.   During his tenure with the County he has held various positions including Senior Planner, Director of Planning and Community Development, and Assistant County Administrator.

Vivian A. Calkins-McGettigan, Deputy County Administrator

Vivian Calkins-McGettigan is the second of two Deputy County Administrators. As the Chief Financial Officer for York County, Mrs. McGettigan is responsible for the financial integrity, management and planning of the County’s overall financial system.  She provides collaborative oversight and management for the departments of Human Resources, Information Technology, and Finance, as well as the Real Estate Assessment Office. In addition, Mrs. McGettigan serves as the liaison between County Administration and the Commissioner of the Revenue, the Treasurer, Voter Registrar, and the York County Public Library

Mrs. McGettigan received a Bachelor of Accountancy in 1986 and a Master of Business Administration in Accountancy degree in 1987 from The George Washington University and is a 2009 graduate of Senior Executive Institute.  She became a Certified Public Accountant in 1988, a Government Finance Officers Association Certified Public Finance Officer in 2005, a Certified Internal Auditor in 2011, and a Certified Fraud Examiner in 2011.

Prior to joining the County, Mrs. McGettigan was the Chief Internal Auditor for Prince William County Schools, Hanover County’s Director of Finance, and the Fauquier County Government and Schools Finance Director.

Ellen Simmons, Legislative Assistant

Ellen Simmons, Senior Legislative Assistant

Ellen Simmons is the County’s Senior Legislative Assistant to the County Administrator and Clerk to the Board of Supervisors.  Mrs. Simmons directs the provision of legislative services for the County Administrator and the Board of Supervisors, developing and coordinating the agenda and agenda materials for the Board’s meetings.  She is responsible for maintaining and updating the official records of the Board of Supervisors and County Administrator, directing the preparation and distribution of meeting minutes, preparing or overseeing the preparation of resolutions, ordinances, and various forms of correspondence for the County Administrator and Board of Supervisors. 

Mrs. Simmons received her Certified Municipal Clerk designation in 1985 and her Master Municipal Clerk designation in 2000.  She is a member and former president of the Virginia Municipal Clerks Association and is a member of the International Institute of Municipal Clerks. Mrs. Simmons worked in Washington, D.C. and at Fort Monroe before joining York County in 1980.
