The primary responsibility of the Engineering Division is the efficient and cost effective design and construction of County Capital Improvement projects. These projects are varied in both size and scope and include: stormwater improvements; sanitary sewer extensions and rehabilitations; county buildings; park facilities; sidewalks; piers; public water extensions and improvements; and a host of other projects.
Joe Sisler, the Chief of Engineering, manages Utilities Engineering; Facility Engineering; and Stormwater Programs.
Mr. Sisler received a Bachelor’s Degree in Civil Engineering from West Virginia University and a Master of Engineering Management degree from the George Washington University.
He spent 11 years performing private sector engineering and construction management before joining the County in 1997, first as Utility Engineer then as Manager of Engineering for the Utilities and Stormwater Divisions and most recently as Chief of Engineering and Facility Maintenance.
