The mission of the Fleet Services Division is to provide efficient, operationally responsive, and cost effective maintenance and fleet support services to County customers and partnership agencies. The Division operates like a business using an internal service fund. It charges customers for services provided and must be self-supporting and competitive in its service pricing without subsidies from tax revenues.

The Division is professionally accredited by the Institute for Automotive Service Excellence (ASE) and has repeatedly been awarded the distinguished Blue Seal of Excellence. The Division is responsible for the acquisition, maintenance, repair and disposal of a multitude of assets, including:

      • Fleet vehicles including emergency vehicles such as police cars and fire trucks.
      • Trailers.
      • Turf equipment to include lawnmowers, tractors, utility vehicles, blowers, weed eaters and more.
      • Construction equipment such as backhoes, wheel loaders and excavators.
      • Fueling stations throughout the County.
      • Yorktown Trolleys.  

Ron Henley, Fleet Manager Ronald Henley
is the Fleet Manager for the Division of Fleet Services, which operates under the County’s Department of Public Works.  In this function, Mr. Henley is responsible for performing supervisory and administrative work in managing the County’s fleet of automotive, construction and turf equipment as well as overseeing operations of the County’s fuel sites. 

Mr. Henley holds a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University and a Master of Science in Logistics Management from Florida Institute of Technology.  Prior to joining York County in 2016, Mr. Henley served in the United States Army for 26 years.

Denny Kincade, Maintenance SuperintendentDenny Kincade, Maintenance Superintendent for the Division of Fleet Services, is responsible for all operations related to the maintenance and repair of the county fleet, which is comprised of 300 cars and trucks, and approximately 400 other pieces of assorted equipment.

Mr. Kincade graduated from Nashville Auto – Diesel College and holds the 2009 Association for Equipment Management Professionals Technician of the Year award and five Automotive Service Excellence Master Technician and Emergency Vehicle Master Technician certifications.

Prior to joining York County in 1990, Mr. Kincade served in the United States Navy.
