The Division of Stormwater and Grounds Maintenance provides responsive and cost-effective services in the areas of mosquito control, stormwater operations and grounds maintenance. The Division regularly performs construction and cleaning of drainage easements, erosion control and beach maintenance at the Yorktown waterfront. During storms and following inclement weather, the Division is tasked with performing storm debris cleanup and snow removal of York County facilities and grounds.
• Public outreach for an integrated mosquito management program.

• Athletic field construction and landscape maintenance throughout the County
• Re-lamping of athletic field lights at County schools and parks
• Beach sand replenishment at Yorktown Beach and weekly scheduled grooming and cleaning
• Management of landscape installation and landscape renovations at the Yorktown waterfront and Riverwalk Landing.
Robert L. Krieger III, is the Chief of Operations for Stormwater, Mosquito Control and Grounds Maintenance & Construction.
Mr. Krieger earned his Bachelor of Arts and Sciences degree from Virginia Tech and is the recipient of the Mid-Atlantic Chapter of American Public Works Associations Professional Manager of the Year. He joined York County in 2000 and has served as the county’s Superintendent of Grounds, Chief of Grounds Maintenance & Construction and as the County’s Fleet Manager. His prior experience includes positions with the Department of Parks & Recreation with the City of Hampton and Facilities Maintenance Management at The College of William & Mary.

The county’s Athletic Field/Turf Maintenance Superintendent, Scott Ashworth, leads a group of employees in the Grounds Maintenance and Construction division in the maintenance of the McReynolds Athletic Complex (formerly known as the York County Sports Complex), park and school athletic fields, and the York County schools. Mr. Ashworth coordinates scheduling and special events with staff members of Parks, Recreation, and Tourism.
Mr. Ashworth earned his Bachelor of Science degree in Business from Tennessee Technological University. He holds a Certified Nutrient Manager certification from the Commonwealth of Virginia. Prior his hiring in 2009, Mr. Ashworth was employed as the Sports Turf Manager at Christopher Newport University.

Steven Shumaker, is the Storm Water Operations Superintendent. Mr. Shumaker earned his Associates Degree in Business from Thomas Nelson Community College. He joined York County in 1997 and is in charge of the maintenance, renovation and construction of County owned easements and Storm Water Management Ponds. His prior experience was with Newport News Waterworks.
