Central Purchasing


Central Purchasing buys goods and services for all offices, agencies and boards within York County and the York County School Division. The purpose is to:
  • Buy goods and services at the least cost and in a timely manner, consistent with County policy.
  • Realize cost savings from consolidation of purchasing actions for both organizations.
  • Standardize procedures for County-wide consistency in procurement policy and vendor/supplier relations.
  • Provide for the sale or disposal of surplus property for the County and School Division.


Central Purchasing is a member of the National Institute of Governmental Purchasing (NIGP), the Virginia Association of Governmental Purchasing (VAGP), the Southeastern Virginia Governmental Purchasing Cooperative (SVGPC), and the Southeastern Virginia Public Fleet Consortium (SVPFC).

All related addenda is also posted on the eVA webpage. Interested parties are encouraged to visit the eVA site on a regular basis as the York County Central Purchasing Office does not provide notification of changes to the original solicitation documents. Because solicitations are available on the internet to be downloaded and printed for free, the York County's Central Purchasing Office does not maintain plan holder lists.
Brief summaries of Request for Quotations (RFQ), Invitation for Bids (IFB), or Request for Proposals (RFP) issued by the Central Purchasing division are available (time for receipt of a RFQ is end of the business day unless otherwise specified). (SPECIAL NOTE - bids/solicitations have been temporarily suspended from being directly published on our website.  Use the link (above) to access our solicitations on the Commonwealth of Virginia's eVA website.  We will resume publishing direct to our website next summer with the addition of many new features (Vendor Self Service [VSS], online bids, etc.)  The Date/Time Due column lists the date and local time that your response must be received in to Central Purchasing (no exceptions).

Advertisements for formal bids and Request for Proposals (expected to be greater than $50,000) may be printed in the legal section of the Daily Press newspaper, Newport News, Virginia. Caution, downloading specifications from this site constitutes agreement that you are fully responsible to advise York Central Purchasing Staff that you plan on bidding/offering on the subject goods/services/project. Failure to notify us may result in you not being notified of any addenda or changes and disqualification from the bid or proposal process. Those solicitations that may be downloaded are highlighted in the Bid Number column. Standard notes for RFQs are available by printing the Information for Bidders for Requests for Quotations (RFQ) (PDF). Note also that all calendar-dates are shown in the Month-Day-Year (mm/dd/yyyy) American-style notation and that times are local prevailing time (UTC - 5, adjusted for Daylight Saving Time, when applicable).

When used, the County provides drawings for informational purposes only. The drawings are provided in Adobe® PDF format. Make sure that you download only the files for the solicitation number you need. Caution, some of the files may be very large.
