York County Earns GFOA’s Prestigious Triple Crown for Financial Transparency

The Government Finance Officers Association (GFOA) announced on October 30th that the County of York has received the Award for Outstanding Achievement in Popular Annual Financial Reporting (PAFR Award) for its inaugural Popular Annual Financial Report for the fiscal year ended June 30, 2024. This award represents a significant milestone for the County and marks the final component needed to earn GFOA’s prestigious Triple Crown Award.
The Triple Crown Award recognizes government entities that have received all three of GFOA’s highest honors for financial reporting and budgeting:
- The Certificate of Achievement for Excellence in Financial Reporting,
- The Popular Annual Financial Reporting Award, and
- The Distinguished Budget Presentation Award.
Achieving this distinction places York County among a select group of governments nationwide that demonstrate an exceptional commitment to transparency, accountability, and excellence in financial management across both internal and public-facing documents.
York County has received the Certificate of Achievement for Excellence in Financial Reporting for 39 consecutive years and the Distinguished Budget Presentation Award for 22 years. This new recognition for our Popular Annual Financial Report completes the trio.
To be eligible for the PAFR Award, a government must also submit its Annual Comprehensive Financial Report to GFOA’s Certificate of Achievement for Excellence in Financial Reporting Program and receive the Certificate for the current fiscal year. Each eligible PAFR is reviewed by judges who evaluate the report based on reader appeal, understandability, distribution methods, creativity, and other elements.
