James D. (Jay) Carter IV serves as the Building Official for York County under the Department of Planning and Development Services. Jay grew up in York County and was among the first graduating class of Bruton High School when it opened. After attending James Madison University, Jay was a Class A contractor for many years and subsequently, code enforcement. Throughout his professional career, Jay has worked in four jurisdictions and every aspect of the Building Code, including combination commercial and residential inspector, residential and commercial plans reviewer, and Deputy Building Official. He holds 16 Virginia Code certifications, including Certified Building Official. Jay is committed to creating safe and thriving communities in York County, and provides specialized knowledge in current and developing standards for the Building Code in both residential and commercial projects. Jay loves family gatherings and enjoys music. His hobby is playing the drums and rehearsing with friends who share his passion.
