Mark Bellamy is one of two Deputy County Administrators. His responsibilities include management oversight of three Departments; Community Services, Planning and Development Services and Public Works.
Community Services’ functional areas include; Parks and Recreation, Tourism, Housing, Children's Services, Juvenile Services, and Senior Services. Created in 2018, the Department of Planning and Development Services includes; Building Regulation, Planning and Development Services (Subdivision/Site Plan Review, Zoning and Code Enforcement). Public Works’ functional areas include; Engineering, Facility Maintenance, Fleet Services, Grounds Maintenance, Infrastructure Management, Project Inspections/ Development Site Work, Stormwater, Utility Operations and Waste Management.
In addition to these direct responsibilities Mr. Bellamy represents the County interests both locally and regionally with the Virginia Peninsula Regional Jail, Williamsburg Area Transit Authority, Langley Civic Leaders Association, and is actively involved in the County's shared services with the York County School Division, Virginia Peninsula Public Service Authority, and Colonial Behavioral Health.
Mr. Bellamy joined York County in 2001 as the Fleet Manager. He was most recently the Director of Public Works and before that the Director of General Services.
He holds a BA in Business from Virginia Wesleyan University and a Master's of Business Administration from Averett University. In 2016 he graduated from the University of Virginia’s Weldon Cooper Center for Public Service Senior Executive Institute. From 2003 to 2013 he served as an adjunct business instructor for the Virginia Community College System.
