As the Acting Director for the Department of Planning and Development Services, Earl Anderson oversees the Planning, Development Services, and Building Safety divisions. Mr. Anderson manages the daily operations of the Development Services division and coordinates the plan review and zoning enforcement processes. He directs the activities of professional, technical, and administrative staff engaged in plan review and zoning and code enforcement to ensure compliance with applicable County Codes and design criteria in an expeditious manner. He provides technical advice to the County Administrator, Deputy County Administrator, Assistant County Administrator, Planning Commission, and the Board of Supervisors. He prepares the department’s budget, monitors expenditures, and directs the compilation of weekly, monthly, and special reports.
He has worked as a Planner, Senior Planner, the Chief of Development Services, and the Deputy Director of Planning and Development Services in York County, as a Utility Planner in Richmond, Virginia, and as the City Planner, Senior Planner, and Planner in Harrisonburg, Virginia. Mr. Anderson also served as an Aviation Electrician in the US Navy from 1990 to 1994. Earl has served on the Virginia Chapter of the American Planning Association Board from 2004 to 2025 in various positions. Mr. Anderson received a Bachelor of Science in Community and Regional Planning from Appalachian State University in 1999.
