Our County Attorney is Richard Hill who is appointed by the Board of Supervisors. Mr. Hill provides primary legal services and representation to and advises the Board of Supervisors, County Administration and the County’s Departments, Boards, Agencies and Commissions. He also represents the Board of Supervisors and the County, as well as its Departments, Officials and employees as needed in various court proceedings. 

Mr. Hill previously served York County as Deputy County Attorney and has many years of experience in local government. He came to York County after several years as a Senior Assistant City Attorney in the Office of the City Attorney for the City of Richmond. While in Richmond, he spent his time defending the City and the local transit system in state and federal courts. Previous to that, he worked for the Commonwealth of Virginia and spent over a decade in private practice on the Virginia Peninsula.  

Mr. Hill grew up in and has spent most of his life in the Historic Triangle. He is a graduate of Washington and Lee University, where he received a Bachelor of Arts in History. Upon graduation, Richard worked in the Northern Virginia – DC area, where he attended law school at the Antonin Scalia Law School at George Mason University. While in law school, Richard was an active member of the George Mason Law Review and the Moot Court Board.  Following graduation, Richard clerked for United States Magistrate Judge Pamela Sargent in the United States District Court for the Western District of Virginia.  

Mr. Hill currently resides in the Williamsburg area, with his wife, two children, two dogs and two cats. He enjoys bike riding, his Peloton, reading, painting and chauffeuring his children among school and their many activities.
