For most county citizens, the answer is VDOT - the Virginia Department of Transportation. In fact, VDOT is responsible for maintenance of all public streets, roads, and highways in the county (in contrast to cities, where the city governments are responsible for maintenance). The exceptions to this general rule are the various private streets, for example in townhouse or condominium developments, where property owners' associations have maintenance responsibility. Yes. The county and schools share many services. Some of these are:
York County does not require a permit for yard sales. The Code requires that anyone having a yard sale not have more than two (2) a year, and that they last no more than three (3) days each event.
Individual lifetime dog licenses are issued by the Treasurer for $10.
You may purchase your dog tags online by selecting "Renew a License" if you received a notice from the Treasurer. (Please note that notices have been mailed.)
A current rabies certificate must be mailed along with $10 to:
Dogs four months and older must be vaccinated against rabies and licensed with York County. Tags will not be issued until a current rabies certificate is received.
Presentation of a rabies certificate is not required if current vaccination is on file with the Treasurer.

5 or more dogs constitutes operation of a private kennel, which is only permitted in certain areas of the County and under certain circumstances set forth in the York County Zoning Ordinance.

No, you are not required to acquire a license for cats, and cats are allowed to roam free without being tethered. However, they do need to be vaccinated for rabies.
Report loss pet to Animal Services at 757-890-3601. Search your immediate neighborhood. Call your local animal shelter to see if your pet was picked-up and to report the loss if your pet should happen to be brought in on a later date. You can call the Heritage Humane Society at 757-221-0150 (typically animals picked up in the Northern End of York County) and the Peninsula Regional Animal Shelter at 757-933-8900 (typically animals picked up in the Southern End of York County).
Pets without identification can look alike so, visit the animal shelter and look at the animals not only in the impound area but, also the animals in the injured, sick, and quarantine areas. If you find your pet, please advise the local shelter and Animal Services, so the lost pet can be cleared off their list of lost animals.
Our Animal Control Officers do not respond to calls to remove crawling critters such as spiders, mice, lizards, or flying bugs like wasps, hornets, bees, or any other buzzing insects from your property. Please contact a local exterminating company for help with these animals. There are many wonderful and helpful options in our area.

Don’t panic, but don’t ignore the bite, either. Wash the wound thoroughly with soap and lots of water. Washing thoroughly will greatly lessen the chance of infection. Give first aid as you would for any wound. If possible, capture the animal under a large box or can, or at least identify it before it runs away. Don’t try to pick the animal up. Call an animal control or law enforcement officer to come and get it.
If it’s a wild animal that must be killed, don’t damage the head. The brain will be needed to test for rabies. Don’t let anyone destroy wild animals at random just because there may be a rabies outbreak in your area. Only a few wild animals will actually be carrying rabies.
It’s critically important that you notify your family doctor immediately after an animal bite. You may contact the Health Department or York County Animal Services to find out if the animal has been captured. If necessary, your doctor will give the anti-rabies treatment recommended by the United States Public Health Service. Your doctor will also treat you for other possible infections that could be caused from the bite. Report the bite to the Animal Control Services at 757-890-3601 and to the local health department as well. In Williamsburg, this number is 757-603-4277. The number for all other areas on the Virginia lower Peninsula is 757-594-7340.

If your pet is a dog or cat, they will have you confine the animal and watch it closely for 10 days. Report any illness or unusual behavior to your local health department and veterinarian immediately. Don’t let the animal stray, and don’t give the animal away. It must be available for observation by public health authorities.
Don’t kill your pet or allow it to be killed unless you have been instructed to do so by the public health authorities or a veterinarian. Check with your veterinarian to find out if your pet has a current vaccination. After the recommended observation period, have your pet vaccinated for rabies if it does not have a current rabies vaccination.
Rabies is a deadly disease caused by a virus that attacks the nervous system. It kills almost any mammal or human that gets sick from it. The rabies virus lives in the saliva and brain of rabid animals. It can be transmitted through a bite or by getting saliva or brain tissue in a wound or in the mouth.
Only mammals get rabies: bird, fish, reptiles, and amphibians do not. Skunks, bats, foxes, raccoons, dogs, cats and some farm animals are most likely to get rabies. Rabbits, squirrels, rats and mice, and pets like gerbils and hamsters seldom get it.
Rabies can be prevented in cats, dogs, and some livestock with a rabies vaccination. For most wild and exotic animals, there are no rabies vaccines available that have been shown to protect them. A vaccine is available for ferrets, but because not enough is know about how rabies affects them, even vaccinated ferrets may still have to be killed and tested if they bite someone or get exposed to a rabid animal.
Because of improved rabies vaccination programs for pets and better treatment for people who are bitten, rabies cases among humans in this country are rare. The best way to prevent the spread of rabies to humans is by keeping pets properly vaccinated.
Have your veterinarian vaccinate your dogs, cats, and selected livestock. Keep the vaccinations up to date. If your pet is attacked or bitten by another animal, report it to the local health and animal control authorities. Be sure your vaccinated dog or cat receives a booster vaccination. If the animal that bit your pet shows signs of rabies or tests positive for rabies and your pet does not have a current rabies vaccination, then your pet must be placed in quarantine for 6 months or euthanized at your expense.
Limit the possibility of exposure by keeping your animals on your property. Don’t let pets roam free. Also, don’t leave garbage or pet food outside. It may attract wild or stray animals. Remember, wild animals should not be kept as pets. They are a potential rabies threat to their owners and to others. Enjoy all wild animals from a distance, even if they seem friendly. A rabid animal sometimes acts tame. If you see an animal acting strangely, report it to York County Animal Services by phone at 757-890-3601. Do not go near it yourself.

The Virginia Department of Game & Inland Fisheries (VDGIF), recently renamed as the Virginia Department of Wildlife Resources (VDWR) is responsible for enforcing state laws relating to wildlife. The new name reflects the wide range of wildlife conservation responsibilities and opportunities the agency has, from hunting and fishing, to wildlife watching, public lands, boating, and outdoor recreation. If you have wildlife-related questions, contact VDWR at (804) 367-1000, and if you need to report a problem with wildlife on your property, please contact their Hotline at (855) 571-9003.
Animal Services will not trap nuisance wildlife that is on your property or that is simply passing through your yard. They will only respond to wildlife that is an immediate threat to personal safety, because it is in the main living space of your home. A nuisance animal is an animal that habitually destroys property. Some animals are exempt from being declared a nuisance, such as all birds of prey (ospreys, eagles, falcons, hawks, etc.), deer, and any animal or reptile protected by the state and/or federal government.
Should you have a reoccurring problem with nuisance wildlife, you may contact the Wildlife Conflict Hotline at 1-855-571-9003 in regards to deterring the species of animal that is concerning you. You may also want to check out the link below from VDWR (Va. Department of Wildlife Resources). It lists many different types of animals and suggests ways to try to keep those animals from continuing to visit your yard. You may also contact a local wildlife removal company to trap the species at a cost to you. A quick search on the internet will give you a list of companies to choose from.
It is important to note that Animal Services also does not collect newborn or orphaned wildlife. You may contact Tidewater Wildlife Rescue for emergencies at 757-255-8710 or the Wildlife Response Hotline at 757-543-7000.
According to the VDWR, more often than not, handling injured, sick, or orphaned wildlife can do more harm than good. Although our intentions are well-meaning, human interaction with wildlife should always be kept to a minimum. Humans often misinterpret normal wildlife behavior as abnormal and may unnecessarily disturb and stress wild animals by attempting to catch them.
Often, particularly in spring, concerned people pick up animals that they think are orphaned. More than 75 percent of such orphans “rescued” every spring should have been left alone. Most wild animals are dedicated parents and will not abandon their young, but they do leave them alone for long periods of time while looking for food. Additionally, many behaviors that people may view as abnormal actually are not in wildlife, and people may do much more harm than good by attempting to catch them for rehabilitation.
Do not attempt to rescue skunks or bats. These are high-risk animals that are potentially harmful to your health. Never attempt to capture an adult sick or injured mammal. If they are frightened and/or in pain and see you as a threat, they can be quite dangerous and can cause a severe bite.

The Division of Building Safety office hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
The Virginia Uniform Statewide Building Code (VUSBC), established criterias for building permits. In addition to permits for new construction, permits are needed for renovation, demolition, plumbing, gas, mechanical, electrical, fire protection and asbestos removal. Section 108 of the VUSBC specifies when a application and building permits are required.
VUSBC Section 110.5 states, "A permit shall be considered authority to proceed with construction in accordance with this Code, the approved construction documents, the permit application and any approved amendments or modifications. The permit shall not be construed to otherwise authorize the omission or amendment of any provision of this Code.
Building permits are required for most construction activity. VUSBC Section 108 requires a permit to be issued by the building code official when:
All building plans are reviewed by the Division of Building Safety subsequent to Planning & Development Services and Stormwater reviewing and approving their respective requirements.
A building permit can be issued when all the reviews have been completed, approved and all applicable fees been paid. Many projects will also require reviews by Public Works Utilities Operations and the Department of Fire and Life Safety. The reviews ensure that the project can be built within the code requirements and will reduce field inspection delays.
The Department of Fire and Life Safety reviews plans with the Division of Building Safety for fire alarms, commercial kitchen range hoods and sprinkler systems. Although building plans are jointly reviewed, the Department of Fire and Life Safety does not issue building permits. All construction plans should be submitted to the Division of Building Safety who in turn will forward them to Fire and Life Safety for review. Fire and Life Safety can be at (757) 890-3600.
In many cases, the above reviews may not be required or may be completed in a shorter time frame. The larger the projects the greater the impact and more reviews and approvals are required. It is always best to plan ahead for any size projects.
Commercial projects require an approved site plan before building permits can be issued. Building plans can be submitted for review before site plan approval and it is recommended that they are submitted simultaneously.
The plan review also includes the Americans with Disabilities Act (ADA) requirements. Before a permit is issued all local and Hampton Roads utility connection fees must be paid. Standard fees may be obtained and can be paid through either the Division of Utility Billing in our Finance Department or the Utilities Operations Division of Public Works.
You do not need a permit for ordinary repairs and specific exceptions to the code.Ordinary repairs and Exceptions are:
Ordinary repairs shall not include the cutting away of any wall, partition or portion thereof, the removal or cutting of any structural beam or load bearing support, change of any required means of egress, or rearrangement of parts of a structure affecting the egress requirements; nor shall ordinary repairs include addition to, alteration of, replacement or relocation of any standpipe, water supply, sewer, drainage, drain leader, gas or oil, soil, waste, vent or similar piping, electric wiring or mechanical or other work affecting public health or general safety.
One story detached accessory structures not located in a designated flood zone and used as tool and storage shed, playhouse or similar uses provided the floor area does not exceed 256 square feet in size, the building eave height is 10 feet or less and the maximum height from the finished floor level to grade does not exceed 18 inches.
When a permit is required, it must be obtained before work begins. Only in emergency situations will work be allowed to start before obtaining a permit. These situations would include needs for emergency heat, hot water or replacement safety glass. Permits, notification and inspections must be obtained the next working day.
Garage doors shall be tested in accordance with either ASTM E330 or ANSI/DASMA 108, and shall meet the pass/fail criteria of ANSI/DASMA 108.
Garage doors shall be labeled with a permanent label affixed to the garage door by the manufacturer. The label shall identify the garage door manufacturer, the garage door model/series number, the positive and negative design wind pressure rating, the installation instruction drawing reference number, and the applicable test standard.
One layer of No. 15 asphalt felt, free from holes and breaks, complying with ASTM D226 for Type 1 felt or other approved water-resistive barrier shall be applied over studs or sheathing of all exterior walls. No.15 asphalt felt shall be applied horizontally, with the upper layer lapped over the lower layer not less than 2 inches (51 mm). Where joints occur, felt shall be lapped not less than 6 inches (152 mm). Other approved materials shall be installed in accordance with the water-resistive barrier manufacturer's installation instructions. The No. 15 asphalt felt or other approved water-resistive barrier material shall be continuous to the top of walls and terminated at penetrations and building appendages in a manner to meet the requirements of the exterior wall envelope as described in Section R703.1.
In addition to the labels required by Section 802.1.1 for sawn lumber and Section 803.2.1 for wood structural panels, each piece of fire-retardant-treated lumber and wood structural panel shall be labeled. The label shall contain:
Where factory-built chimneys pass through insulated assemblies, an insulation shield constructed of steel having a thickness of not less than 0.0187 inch (0.4712 mm) (No. 26 gage) shall be installed to provide clearance between the chimney and the insulation material. The clearance shall be not less than the clearance to combustibles specified by the chimney manufacturer's installation instructions. Where chimneys pass through attic space, the shield shall terminate not less than 2 inches (51 mm) above the insulation materials and shall be secured in place to prevent displacement. Insulation shields provided as part of a listed chimney system shall be installed in accordance with the manufacturer's installation instructions.
Projects shall comply with all provisions of Chapter 11 labeled “Mandatory” and one of the following:
The building thermal envelope shall meet the requirements of Table N1102.1.2 based on the climate zone specified in Section N1101.7.

The building or dwelling unit shall be tested and verified as having an air leakage rate not exceeding five air changes per hour in Climate Zone 4. Testing shall be conducted in accordance with RESNET/ICC 380, ASTM E779, or ASTM E1827 and reported at a pressure of 0.2 inches w.g. (50 Pa). A written report of the results of the test shall be signed by the party conducting the test and provided to the building official. Testing shall be conducted by a Virginia licensed general contractor, a Virginia licensed HVAC contractor, a Virginia licensed home inspector, a Virginia registered design professional, a certified BPI Envelope Professional, a certified HERS rater, or a certified duct and envelope tightness rater. The party conducting the test shall have been trained on the equipment used to perform the test. Testing shall be performed at any time after creation of all penetrations of the building thermal envelope.
Note: Should additional sealing be required as a result of the test, consideration may be given to the issuance of temporary certificate of occupancy in accordance with Section 116.1.1.
Not less than 90 percent of the permanently installed lighting fixtures shall contain only high-efficacy lamps.
The passageway of dryer exhaust duct terminals shall be undiminished in size and shall provide an open area of not less than 12.5 square inches (8065 mm2).
Exhaust ducts shall be supported at 4-foot (1219 mm) intervals and shall be secured in place. The insert end of the duct shall extend into the adjoining duct or fitting in the direction of airflow. Ducts shall not be joined with screws or similar fasteners that protrude into the inside of the duct. Where dryer exhaust ducts are enclosed in wall or ceiling cavities, such cavities shall allow the installation of the duct without deformation.
The indoor space equal to the width and depth of the panelboard and extending from the floor to a height of 6 feet (1829 mm) above the panelboard, or to the structural ceiling, whichever is lower, shall be dedicated to the electrical installation. Piping, ducts, leak protection apparatus and other equipment foreign to the electrical installation shall not be installed in such dedicated space. The area above the dedicated space shall be permitted to contain foreign systems, provided that protection is installed to avoid damage to the electrical equipment from condensation, leaks and breaks in such foreign systems (see Figure E3405.1).
Exception: Suspended ceilings with removable panels shall be permitted within the 6-foot (1829 mm) dedicated space.
The outdoor space equal to the width and depth of the panelboard, and extending from grade to a height of 6 feet (1829 mm) above the panelboard, shall be dedicated to the electrical installation. Piping and other equipment foreign to the electrical installation shall not be located in this zone.
Where a tightening torque is indicated as a numeric value on equipment or in installation instructions provided by the manufacturer, a calibrated torque tool shall be used to achieve the indicated torque value, except where the equipment manufacturer has provided installation instructions for an alternative method of achieving the required torque. [110.14 (D)]
Where a grounding electrode conductor or bonding jumper is connected to a rebar extended from the location of a rebar-type concrete-encased electrode installed in accordance with Section E3608.1.2, the point of connection to the rebar extension shall be in an accessible location that is not subject to corrosion of the rebar. The rebar extension shall not be exposed to contact with the earth without corrosion protection. [250.68 (C) (3)]
In addition to the number of branch circuits required by other parts of this section, not less than one 120-volt, 20-ampere branch circuit shall be installed to supply receptacle outlets in attached garages and in detached garages with electric power. This circuit shall not have other outlets.
Exception: This circuit shall be permitted to supply readily accessible outdoor receptacle outlets.
Where Type SE or NM cable is run at angles with joists in unfinished basements, cable assemblies containing two or more conductors of sizes 6 AWG and larger and assemblies containing three or more conductors of sizes 8 AWG and larger shall not require additional protection where attached directly to the bottom of the joists. Smaller cables shall be run either through bored holes in joists or on running boards. Type NM or SE cable installed on the wall of an unfinished basement shall be permitted to be installed in a listed conduit or tubing or shall be protected in accordance with Table E3802.1. Conduit or tubing shall be provided with a suitable insulating bushing or adapter at the point where the cable enters the raceway. The sheath of the Type NM or SE cable shall extend through the conduit or tubing and into the outlet or device box not less than ¼ inch (6.4 mm). The cable shall be secured within 12 inches (305 mm) of the point where the cable enters the conduit or tubing. Metal conduit, tubing, and metal outlet boxes shall be connected to an equipment grounding conductor complying with Section E3908.13.
Not less than one receptacle outlet shall be installed at each peninsular countertop long dimension space having a long dimension of 24 inches (610 mm) or greater and a short dimension of 12 inches (305 mm) or greater. A peninsular countertop is measured from the connected perpendicular wall. [210.52(C)(3)]
Not less than one receptacle outlet, in addition to any provided for specific equipment, shall be installed in each separate unfinished portion of a basement; in each vehicle bay not more than 5.5 feet (1676 mm) above the floor in attached garages; in each vehicle bay not more than 5.5 feet (1676 mm) above the floor in detached garages that are provided with electric power and in accessory buildings that are provided with electric power. [210.52(G)(1), (2), and (3)]
Where a crawl space is at or below grade level, 125-volt, single-phase, 15- and 20-ampere receptacles installed in such spaces shall have ground-fault circuit-interrupter protection for personnel. Lighting outlets not exceeding 120 volts shall have ground-fault circuit-interrupter protection. [210.8(A)(4), 2108(E)]
Branch circuits that supply 120-volt, single phase, 15-ampere and 20-ampere outlets installed in kitchens, family rooms, dining rooms, living rooms, parlors, libraries dens, bedrooms, sunrooms, recreation rooms, closets, hallways, laundry areas and similar rooms or areas shall be protected by any of the following:
Wiring methods installed in the corrosive environment described in Section E4202.2.1 shall comply with Section E4202.2.2 or shall be Type MC cable listed for that location. Wiring methods installed in corrosive environments described in Section E4202.2.1 shall contain an insulated copper equipment conductor sized in accordance with Table E3908.12 but not smaller than 12 AWG.
Where installed in noncorrosive environments, branch circuit wiring methods shall comply with Chapter 38. [680.21(A)(1)].
These provisions shall apply to any feeder on the supply side of panelboards supplying branch circuits for pool equipment covered in this chapter and on the load side of the service equipment. Where feeders are installed in corrosive environments as described in Section E4202.2, the wiring method of that portion of the feeder shall comply with Section E4202.2.1 or shall be liquid-tight flexible nonmetallic conduit (LFNMC). Wiring methods installed in corrosive environments as described in Section E4202.2.1 shall contain an insulated copper equipment grounding conductor sized in accordance with Table E3908.12, but not smaller than 12 AWG.
Where installed in noncorrosive environments, feeder wiring methods shall comply with Chapter 38. [680.25(A)].
Grounding and bonding terminals shall be identified for use in wet and corrosive environments. Field-installed grounding and bonding connections in a damp, wet or corrosive environment shall be composed of copper, copper alloy or stainless steel and shall be listed for direct burial use. (680.7)
Head Start is a free preschool program for children ages 3-5 years old. Eligible children and their families must live in York County and meet income or other eligibility criteria. Breakfast, lunch and snack (Full day programs only) are provided to students at no cost to the family.

The Service Members’ Civil Relief Act exempts active duty military personnel from personal property tax in any state other than their legal state of residence. Therefore, vehicles titled in an active duty non-resident military person’s name(s) will be exempt as long as each owner furnishes a Leave and Earnings Statement (LES) for the period of sites. To maintain exemption, active duty military personnel must provide to the Commissioner of the Revenue either a November, December or January LES annually.
All vehicles owned by military individuals who claim Virginia as their legal state of residence are subject to personal property tax until they are either disposed of or moved out of York County. In accordance with the Code of Virginia, Title 58.1, Section 3511, if the vehicle is moved out of state, a copy of the new state registration must be provided before pro-ration can be considered. Pro-ration will be based upon the registration date.
Once military personnel separate from active duty status or retire and stay in York County, each owner must provide a copy of their Form DD214. Vehicle(s) will be subject to a prorated tax based upon the separation date as indicated on the Form DD214.
Spouses of military service members may be eligible to be tax exempt on personal property registered in their names or titled jointly with their service member-spouse based on certain qualifying conditions provided in the federal "Military Spouses Residency Relief Act." To apply for exemption, contact our office at (757)890-3381 for information and application. Once qualified, you must provide certain documentation annually to maintain this exemption.

They are posted on eVA, with instructions on how to respond. Factors in addition to price are considered in making the award. There is no public opening of the proposals. Award is made to the most qualified/suited firm.
When competitive negotiation is the method of procurement, price is not the sole determining factor. The RFP document identifies the criteria that will be used in making the award decision. An evaluation panel of County staff review and evaluate each proposal against the evaluation criteria. Vendor presentations and discussions may be conducted, along with negotiations. The RFP describes the details of the evaluation process.
There is a special process when the solicitation is for "Professional Services". The state procurement code says: "Professional services" means work performed by an independent contractor within the scope of the practice of accounting, actuarial services, architecture, land surveying, landscape architecture, law, dentistry, medicine, optometry, pharmacy or professional engineering. Per a mandatory provision in the state procurement code, the price of the professional services is not part of the initial evaluation, and is only addressed during negotiations.
For purchases up to $2,500, Departments within the County may make purchases directly using a "P-Card", which is a VISA credit card.
For purchases up to $5,000, Departments may make a purchase without a Purchase Order. The vendor must direct invoice the purchaser, and the County will issue the vendor a check. This method is discouraged.
Purchase Orders may be used for making purchases of any amount. Only one quote is required when the purchase amount is less than $5,000. If the purchase amount is between $5,000 and $25,000, then three quotes are obtained by the County (may be requested by phone, fax, or email). For purchases over $25,000, the Central Purchasing Office must obtain the quotes. Purchase Orders are issued by the Purchasing office.

Compassionate billing is intended to eliminate or minimize out-of-pocket expenses for ambulance transport services received by York County citizens and visitors. York County regards taxes paid by its residents as co-pays and/or deductibles for ambulance transport service, for all persons residing in York County households. Non-County residents will be assessed normal deductibles and co-pays in addition to the amount the insurance companies approve for payment. Uninsured or under-insured patients who demonstrate financial hardship will be eligible for a hardship waiver, sliding scale deductibles, or a payment plan that may require moderate payments with no interest or penalties.
There are several reasons why a fire engine may respond to a medical call. It is important to remember that firefighters in York County are cross-trained in emergency medical care. Serious medical situations may require the application of multiple procedures. The additional assistance provided by department members from the fire engine often contributes to the patient care and treatment process as well as reduces the time it takes the patient to reach the hospital. Additionally, the fire engine is staffed with a cross-trained supervisor (typically a paramedic) who can also assist the family (or bystanders) as well as oversee the entire patient care process.
Frequently, the patient may be located in an area where access is difficult, and/or moving the patient to the ambulance may require more than just the medic crew such as from an upper floor area or remote areas, etc.. By having sufficient personnel, it provides for a safer movement of the patient while preventing injuries to personnel.
In some cases, the closest ambulance may be committed to another incident, in which case the closest fire engine responds to provide patient care and treatment until the next available ambulance arrives.
These programs are typically coordinated between the school administrators and the Department of Fire and Life Safety. In York County, the possession, sale and/or use of all fireworks is illegal, except where a proper permit has been obtained (by a professional pyrotechnic company) from the York County Department of Fire and Life Safety for supervised public displays meeting applicable codes, standards and safety guidelines. No permits have been issued, nor will be issued for the July 4th holiday this year. Use of fireworks can result in their confiscation, and violators could be criminally charged.

The County of York offers direct deposits to all of our vendors for their check payments. Like checks, these payments are entered into the computer on Thursdays and instead of having a check printed, the payment is automatically deposited into your bank account on the morning of the Tuesday pay date. This saves time on the mail service delivering your check to you, and time that you would spend on going to the bank to deposit the check. This also defrays the possibility of a check being mailed to the incorrect address or being lost in the mail. The County must report all payments made to 1099-vendors, to the Federal government (IRS), every year. We must also, by law, provide a copy of this 1099 statement to the actual vendor. If you need to include this 1099 statement in your tax reporting for the previous calendar year, you should take this document with you to your tax provider and they can properly advise you on the recording requirements.

Our EMS transport cost recovery program, or what is commonly known as EMS transport fee, is structured with concern for the medical and financial health of our County residents and visitors. The program has been designed to minimize out-of-pocket expenses for York County residents. As such, after patients’ insurance companies, Medicare or Medicaid are billed for services, we will waive remaining co-pays and deductibles for county residents. Uninsured County residents will be treated with compassion and provided with options to ensure financial hardship is avoided. The Virginia Freedom of Information Act - or FOIA, for short - is a law that guarantees citizens of the Commonwealth and representatives of the media access to public records held by public bodies, public officials, and public employees. It can be found in the Virginia Code - section 2.2-3700.
A public record is any writing or recording - regardless of whether it is a paper record, electronic file, an audio or video recording, or any other format - that is prepared or owned by, or in the possession of, a public body or its officers, employees or agents in the transaction of public business. All public records are presumed to be open, and may only be withheld if a specific statutory exemption applies.
The policy of FOIA states that the purpose of FOIA is to promote an increased awareness by all persons of governmental activities. In furthering this policy, FOIA requires that the law be interpreted liberally, in favor of access, and that any exemption allowing public records to be withheld must be interpreted narrowly.

The civil jurisdiction for claims in the General District Court is $25,000. You may obtain a civil warrant from the General District Court Clerk’s office during our business hours which are 8:00 a.m. to 4:00 p.m., Monday through Friday, except State holidays. Filing fee of a civil warrant is $50. An additional fee of $12 per defendant is required for service by the Sheriff. No additional fee is required for service by a private process server.

The Small Claims division has jurisdiction over claims in which the plaintiff is seeking a money judgment up to $5,000 or recovery of personal property valued up to that amount. Small Claims cases are heard on the third Mondays each month at 1:00 p.m. The cost for a Warrant In Debt - Small Claims Division is the same as for all other civil warrants. All parties should appear in Court prepared for trial. Contested claims are heard on the first return date and are not rescheduled.

The building permits section needs to see a scaled drawing of your property lines and any existing structures to ensure that your new construction will fall inside the building setback regulations. The best document for this application is a property survey, done by a licensed surveyor, as it is the most accurate. If you don't have one of those, we can produce a drawing for you showing the property lines and the man-made features, but it is not nearly as accurate as a real survey, and therefore may not be suitable for all applications. We will produce and print this drawing for you in our office during normal business hours.
Yes. The GIS office, located in the Finance Building (120 Alexander Hamilton BLVD), will provide small format (letter or ledger sized) GIS maps and survey plats for free under 5 copies. Additional copies are $1 per simple small maps and a few dollars more for “heavy” ink usage maps.
The charge for large format maps are based on overall size and use of ink. Maps larger than 36”x36” are $10 or $15; low ink vs. heavy ink. Maps larger than 36”x36” are $12 or $20; low ink vs. heavy ink.
"Heavy ink” maps are any aerial imagery maps or layers that cover the entire map in solid colors, such as Zoning, or Election Districts maps.

The program, formerly known as "Section 8", is a federally funded program that assists eligible participants with their rent. Eligibility is determined by several factors but include individuals and families with extremely and very low income.
New participants in the program are selected from the waiting list based on their eligibility and when they applied. The waiting list for the Housing Choice Voucher Program must be open before new applications can be accepted. At this time the waiting list is CLOSED.
When your name comes to the top of the list we will notify you by mail. All applicants for the Housing Choice Voucher Program are encouraged to always maintain their current and accurate address while on the list. If your address changes you MUST notify our office in writing via mail or email at email@example.com Verbal changes of address will not be taken.
If you already have a Housing Choice Voucher you may use "portability" to move your voucher from your locality to either York County or the City of Poquoson. Contact the housing office who administers your voucher and their will assist you in the process.

Youth are referred to Juvenile Service's programs by the Court Services Unit, the Department of Social Services, and by Judge's order.
Currently, Juvenile Services serves youth within the 9th District Court Services Unit, however, other localities can purchase services.
Juvenile Services can serve youth up to the age of 18.
Library cards are issued in person to any resident of the Commonwealth of Virginia who is at least 4 years old. Proof of identity, proof of current address and a completed application are required. Applications are available at the Circulation and Reference desk. Children between 4 and 16 years of age will need a parent's or guardian's permission.
On the library's website, click on "Books, DVDs & More" in the left-hand navigation to access the online library catalog. In the upper right-hand corner of the library catalog, click "My Account." Enter the barcode from the back of your library card. You can view the items you have checked out and when they are due. Items that are not overdue or on hold may be renewed here. You can also reserve items and check on the status of items you have on hold. Items may also be renewed in person at the Library and by calling the Circulation Department at Tabb, 757-890-5130, or Yorktown, 757-890-5205.
Notary service is available free of charge at both libraries. Call Tabb Reference at 757-890-5120 or Yorktown Reference at 757-890-5207 before you come to the Library to determine if a notary is available. Note that acceptable proof of identity is required before a document can be notarized. Acceptable proof of identity is a United States passport, a certificate of United States citizenship, a certificate of naturalization, an unexpired foreign passport, an alien registration card with photograph, a state-issued driver's license, a state-issued identification card or a United States military card. All documents must be signed in the presence of the notary. If a document must be witnessed, you must provide your own witnesses.
The Tabb and Yorktown meeting rooms can be reserved online or by submitting a paper application in person. Read the guidelines for organizations and businesses to use the meeting room before submitting your application.
Both libraries have public computers with internet access and Microsoft Office Word, Excel and PowerPoint. You will need your library card to sign in. Wireless internet access is also available at both libraries.

Printing is available from all of the library's public computers. Black and white printing is 15 cents per letter-sized page. Double-sided and color printing is not available. Printing can only be done on library-supplied paper.
The Library owns a professional disc cleaner which can repair most damage. When you return the item, please let the Circulation staff know about the problem. For multi-part items, note which disc has a problem.
Black and white photocopy machines are available at the Tabb and Yorktown Libraries. Copies are 15 cents per letter-sized page and 20 cents per legal-sized page at the Tabb Library. Copies are 15 cents per letter-sized page and 15 cents per legal-sized page at the Yorktown Library.
York County residents can check out a maximum of 50 items on one card at one time. Non-residents can check out a maximum of 30 items on one card at one time. DVDs, music CDs and Books on CD are each limited to 5 items per card.
A limited variety and quantity of federal tax forms are available at both libraries. Forms and instructions 1040, 1040A, and 1040EZ are usually available. They arrive late January and are available until April 30. Patrons may call the IRS at 1-800-829-3676 to have forms mailed to them. Current, prior and accessible forms, instructions and Publications are available on the IRS website.
The Library does not have Virginia tax forms. Virginia tax forms are available at the York County Commissioner of the Revenue’s office located at 120 Alexander Hamilton Blvd. in Yorktown. They are also available online at the Virginia Department of Taxation.
The Library does not send or receive faxes for patrons.
The Friends of the Library offer used books for sale at the Tabb and Yorktown Libraries. At the Tabb Library, the Friends book sale room is located on the right just past the entrance to the Children's Library. Library users have until 6 p.m. on Monday, January 30, 2023, to pick up items from the Grafton Annex.
Due to final construction work slated for some areas of the building, the reopening date has not yet been determined. We are hoping for March 2023, but shipping and construction work is fairly unpredictable now and we will not open the building until it is safe for our community to enjoy.
Plans for the Grafton Annex are accelerating and the County needs to take possession of the building. Additionally, moving into Yorktown Library while some final projects are being completed gives staff more time to set up and will overall allow for less disruption in service. We appreciate your patience with us and look forward to welcoming you to the newly renovated Yorktown Library.
The memorial bricks will be carefully removed from the front walkway at Yorktown Library and stored for safekeeping. Once renovations are complete, the memorial bricks will be reinstalled at the Yorktown Library.
The Grafton Annex is located at 5751 George Washington Memorial Highway. (Grafton Annex is the building that previously housed Fire Station 1 before its move to Dare Road.) Library patrons will need to access the building and parking lot from Grafton Drive, which is a through street that runs behind the facility.
Beginning Tuesday, June 1, an outdoor book drop will be offered at the Grafton Annex. The book drop will be open 24 hours a day, 7 days a week. The book drop is located at the rear entrance to the Grafton Annex. To utilize the book drop, library patrons will need to access the parking lot from Grafton Drive, which is a through street that runs behind the facility.
Starting Tuesday, July 6, curbside pickup services will be offered. Access the parking lot from Grafton Drive to utilize curbside pickup. Curbside service will be available from 10 a.m. to 4 p.m. Monday through Saturday at this location.
In early August a browsing room will be available to patrons that will contain popular items including new fiction, new non-fiction, and children’s books. Items from the closed stacks will also be available upon request. The browsing room will be open from 10 a.m. to 5:00 p.m. Monday through Saturday.
In anticipation of the return of services to the renovated Yorktown Library, the Grafton Annex will close to the public beginning Tuesday, January 31, 2023. Library patrons will have until 6 p.m. on Monday, January 30, 2023, to pick up any holds or other items from the Grafton Annex.
York County Parks and Recreation is located in Washington Square Shopping Center at 5338-G George Washington Memorial Highway. This site offers a central location for the County’s citizens with ample parking. The office is located in the section of the shopping center adjacent to Grafton Station Lane. Visitors to the site will experience continued excellent customer service including assistance when registering for programs.
NO DOGS are allowed at the McReynolds Athletic Complex. Service animals are allowed as long as they are on a leash at all times and are well behaved.

The Planning Commission is a group of seven County citizens appointed by the Board of Supervisors to serve as an advisory body on land use planning issues. There is one representative from each of the County's five election districts, plus two members who represent the County at large. The main purpose of the Planning Commission is to review each application, conduct a public hearing, and then make a recommendation of approval or denial to the Board of Supervisors. What can and cannot be built on a piece of property depends on how it is zoned. For every zoning district in the County, there are certain uses that are allowed as a matter of right, other uses that are allowed only with the approval of a Special Use Permit by the Board of Supervisors, and some uses that are not allowed. All rezoning and Special Use Permit applications are referred to the Planning Commission. Zoning stems largely from the Comprehensive Plan. Use the York County Property Information System to determine the zoning designation for a specific address and the Table of Land Uses to determine permissible uses.
The Comprehensive Plan is the long-range plan for the physical development of the County. It sets forth the County's future plans for land use, transportation, community facilities, the environment, housing, economic development, and historic resources. It is implemented by the County's various development ordinances, particularly the Zoning and Subdivision Ordinances, as well as the Capital Improvements Program. In accordance with the Code of Virginia, the Plan is reviewed and, if necessary, updated every five years through a public process. View the current Comprehensive Plan, Charting the Course to 2035.
Accessory apartments are permitted as a matter of right in all single-family residential zoning districts as long as the floor area of the apartment does not exceed 1,000 square feet or 35% of the floor area of the principal dwelling - or 49% upon authorization by Special Use Permit - whichever is less. In no case can the lot coverage (i.e., building footprint) of a detached accessory apartment exceed 75% of the lot coverage of the principal structure.
As a general rule, home occupations that do not have customer or client contact on the premises are permitted by right . Home occupations that involve on-premises customer or client contact usually require a Special Use Permit from the Board of Supervisors. There are exceptions - including photography studios, day care for up to 4 children, and tutoring or music lessons for up to 4 persons - all of which are permitted as a matter of right in the RC, RR, R33, R20, and R13 zoning districts.
Other home occupations that require a Special Use Permit include those that have non-resident employees or generate a parking demand for at least 3 parking spaces. Small contracting businesses in the RC, RR, or WCI zoning district also require a Special Use Permit. Prohibited home occupations include auto repair and servicing, funeral homes, gift shops, medical or dental clinics and restaurants. Use the York County Property Information System to determine the zoning designation for a specific address.
All owners of adjacent property are notified by mail of rezoning and use permit applications. The County also posts a sign on any property that is the subject of an application. Public hearing notices appear in the legal advertisement section of Friday’s Daily Press five and twelve days before the meeting date. Every application is unique and involves its own set of issues. However, the three major issues that are generally of greatest importance to the Commission in making its recommendation are:- Is the proposed use consistent with the Comprehensive Plan?- Is the proposed use compatible with surrounding development?- What impact will the proposed use have on roads, utilities, schools, and other public facilities and services?

The Commission meets on the 2nd Wednesday of each month at 7 p.m. at York Hall in the 2nd floor Board Meeting Room, 301 Main Street, Yorktown, VA 23690. Meetings are televised live on Channel 46 and streamed live on the WYCG-TV website.
The most effective way to participate is to speak at the public hearing. There are sign-up forms at the meeting for those who wish to address the Commission. Applicants are given 10 minutes to present their case to the Commission. All other speakers have up to 3 minutes each. Citizens may also write, call, or email the Planning Division or the Planning Commission.
Signed petitions pertaining to a particular application become part of the public record when submitted. Although petitions can sometimes be an effective way for a large number of people to register their opinion, they are not always an accurate reflection of community sentiment. While the Commission will always consider petitions when evaluating an application, a strong argument made at a public hearing typically carries more weight than a signature on a petition.

You may bring your trash to the Transfer Station at the Waste Management Center located at 145 Goodwin Neck Road during operating hours at no charge, provided you are on the York County trash service.
Our trash contractor observes at least the following holidays: New Year's Day, Fourth of July, Thanksgiving Day, and Christmas Day. Collections that fall on these holidays will be delayed by one day and each collection day that follows the holiday will be delayed by one day (for example, if the holiday is on a Tuesday, Tuesday's collections will be on Wednesday, Wednesday's will be on Thursday, etc.). All other holidays will have regular collection.

York County Ordinance requires “Each septic tank and/or pumping chamber should be inspected and if necessary, pumped out and the solids removed at least once every five (5) years.” Receipts must be sent to Department of Public Works for recording. To find out who owns or maintains the ditches and pipes, you should start by looking at the plat for your property or subdivision. If you don’t have a copy of this, you can find it on the county website by going to property information and looking up the address. Once you are on the property in question, go to the map and under "Tools" on the upper right side, click on "Identify". Then go to the left side under "Layers" at the pop down box click on "Plat" link. Go back to the parcel in question and click on it again. Click the "More Information" link and you should be able to see the subdivision plat.
If that doesn’t work or you’re still not sure, go to the Customer Service Request Portal and put in your service request. You will be provided a work order request number.

Virginia state statutes do not set a specific age after which a child legally can stay alone. Age alone is not a very good indicator of a child's maturity level. Some very mature 10 year olds may be ready for self care while some 15 year olds may not be ready due to emotional problems or behavioral difficulties. In determining whether a child is capable of being left alone and whether a parent is providing adequate supervision in latchkey situations, Child Protective Services (CPS) will assess several areas.
These areas include:
Child's level of maturity. CPS will want to assess whether the child is physically capable of taking care of himself, is mentally capable of recognizing and avoiding danger and making sound decisions; is emotionally ready to be alone; knows what to do and whom to call if an emergency arises; and has special physical, emotional, or behavioral problems that make it unwise to be left alone. Its important to note that a child who can take care of him/herself may not be ready to care for younger children.
Accessibility of those responsible for the child. CPS will want to determine the location and proximity of the parents, whether they can be reached by phone and can get home quickly if needed, and whether the child knows the parents location and how to reach them.

CPS will want to assess the time of day and length of time the children will be left alone; the safety of the home or neighborhood; whether the parents have arranged for nearby adults to be available in case a problem arises; and whether there is a family history of child abuse or neglect.

Therefore, the complaining witness in a case (also known as the victim) will always be needed to appear in court to testify, unless there are special circumstances, such as a plea agreement.

If you are a legal Virginia resident but are not yet registered to vote, or need to change your voter registration, you may use the Federal Post Card Application (FPCA) to register to vote and apply for your absentee ballot at the same time. After you complete the FPCA, sign it and then you may either mail it to your local voter registration office, e-mail or fax it to your local voter registration office. You should complete this application (FPCA) before you complete any other forms or applications relating to voter registration and/or absentee voting. VPPSA holds a total of 16 household chemical collection events per year and accepts a variety of paints, fuels, solvents, pesticides, automotive products and other chemicals from residents of Hampton, Poquoson, Williamsburg, James City County and York County. Many computer-related items accepted for recycling at these events as well.

Republic Services will accept credit only for dropping off trash – must have an account with them or a credit card; VPPSA will take cash, check, or credit at the VPPSA compost facility.

If you need more propane, you can have the tank refilled or exchanged at a local retailer. A propane tank exchange is less expensive than buying a new one.
It is also possible to recycle your empty propane tank. Some retailers will accept unused or partially used propane tanks and will recycle them.
If you are unable to take it to a retail location, Waste Management Division will accept completely empty propane tanks at the metal recycling area.
